Stefanos Vitoratos is Lawyer, registered with the Athens Bar Association, Partner of the
law firm Digital Law Experts (DLE), specializing in compliance with the personal data
protection framework, cybersecurity, and artificial intelligence. He has extensive
experience in regulatory issues related to new technology law, having led numerous
projects in Greece and abroad.

He is a member of the European Data Protection Board (EDPB) Pool of Experts for
Greece, Co-Chair of the Hellenic Knowledgenet Chapter of the International Association
of Privacy Professionals (IAPP) and has been recognized as a Fellow of Information
Privacy (FIP) by the same organization, holding CIPP/E & CIPM certifications. He has
contributed to the drafting of relevant legislation in Greece (National AI Strategy,
Transposition of NIS I Directive into national law) and also collaborates with the
European Commission as an evaluator of funded projects (Ethics Expert). Finally, he is
one of the co-founders of Homo Digitalis and a member of the Research Group of the
Center of AI & Digital Policy (CAIDP).

At the same time, he continues his academic career as a PhD candidate in the
Department of Public Administration at Panteion University, with a focus on the use of
artificial intelligence in public administration and public-private sector collaboration in
related projects. He is a graduate of the Law School of the University of Athens and
holds two master degrees from City, University of London and Panteion University,
and he frequently delivers seminars in his field of expertise (trainer at the National
Center for Public Administration Local Government and elsewhere), publishes
scientific articles, and participates in conferences as a speaker or moderator.
